As for your last point about Bush conceding earlier than Kerry has, considering that Bush announced (and I heard at 7:30 this morning) that he was going to announce victory this afternoon regardless of whether or not Kerry had conceded (which means that had there been a question on the validity of the count again this time, he would have been pulling one over on the American public), I have to question your conclusion on that.
