I started out replacing potatoes and pasta with plenty of rice, and that didn't prevent flares. It is mostly people who are doing quite well report being able to eat rice without losing the benefit of low-starch diet -- such as Zark and Dragonslayer, who both were strict for years during the early stage of healing up gut inflammation. That's why Dragonslayer is not encouraging eating rice now, because he had to give it up for years in order to get to where he is now.

On the other hand, it is not totally black-and-white; eating a small amount of rice is probably better than eating large amount of rice. While switching to rice as a "safer" starch didn't do anything for me versus my previous typical diet, my *worst* flares have always followed pigging out on very starchy holiday foods. So in my experience, cutting down to small amounts of rice will allow a moderate amount of inflammation to continue, but it could prevent a big flare with very elevated inflammation levels (which for me, spreads symptoms from the normal joints-only problems to other parts of my body including iritis of the eye).
