I have iodine tested the cinnamon I buy and it does not test positive for starch...
Don't know if brands vary what the put into their ground spices or not... I guess they must do.
The ingredients list traces of celery and mustard???
That sounds pretty different from what I know as cinnamon, which is really cassia

However: 
small percentage starch per spice * small amount of spice used = very small amount of starch
So I went ahead and used the stuff for my 4th of July family dinner contribution anyways
